You need proof of ownership (bill of sale, manufacturer's statement of origin, or previous PCL), your name and address, and the boat's hull identification number (HIN — found on the transom, upper right corner).
Visit tc.gc.ca to apply online — processing is typically 2–4 weeks by mail, faster online. If you need the licence quickly, some Service Canada locations can process PCL applications in person.
Your unique PCL number will be assigned in the format of 3 letters + 3 digits (e.g., ABC 123). This number stays with the boat — it does not change when ownership transfers (you update the owner information).
